What the project involved:
The Government of the Republic of the Marshall Islands (GoRMI) is a recipient of the Green Climate Fund (GCF) Readiness Grant, which aims to enhance country ownership of GCF and to build capacities and frameworks with which to engage in GCF investments. The Government of RMI with support from the Secretariat of the Pacific Regional Environment Programme (SPREP) acting as a GCF Delivery Partner, engaged Pacific Science Solutions to undertake stakeholder engagement in RMI for the purpose of drafting a GCF country programme (CP) and two priority concept notes ready for GCF submission.
The outcomes of the consultancy have been achieved through a process of iterated consultation and collaboration with key stakeholders. The key purpose of the CP is to enable the Marshallese climate action aspirations to be realised by identifying short-term and long-term projects, programmes and investment priorities. The CP outlines the Marshall Islands’ national priorities and presents opportunities for the preparation of GCF funding proposals leading to transformational impacts. The CP was endorsed in September 2020 by the Tile Te Eo Committee (TTEC) and RMI Parliament in late October 2020. The GCF has provided informal feedback that it is well structured and informative.
The two concept notes focused on Climate Smart Agriculture and Outer Island Solar Generation in the Marshall Islands and were endorsed by both the GCF National Designated Authority and TTEC. Guidance was provided by the lead GoRMI sector agencies: The Ministry of Natural Resources and Commerce (MNRC) and the National Energy Office (NEO).
